Coming to terms with today's Middle East, continued

Yes, we return to our main foreign policy theme again this morning, starting off with a front-page Washington Post piece by Glenn Kessler appropriately titled: "Takeover by Hamas Illustrates Failure of Bush's Mideast Vision."

It begins:

Five years ago this month, President Bush stood in the Rose Garden and laid out a vision for the Middle East that included Israel and a state called Palestine living together in peace. "I call on the Palestinian people to elect new leaders, leaders not compromised by terror," the president declared.

The takeover this week of the Gaza Strip by the Hamas militant group dedicated to the elimination of Israel demonstrates how much that vision has failed to materialize, in part because of actions taken by the administration. The United States championed Israel's departure from the Gaza Strip as a first step toward peace and then pressed both Israelis and Palestinians to schedule legislative elections, which Hamas unexpectedly won. Now Hamas is the unchallenged power in Gaza.

After his reelection in 2004, Bush said he would use his "political capital" to help create a Palestinian state by the end of his second term. In his final 18 months as president, he faces the prospect of a shattered Palestinian Authority, a radical Islamic state on Israel's border and increasingly dwindling options to turn the tide against Hamas and create a functioning Palestinian state.

"The two-state vision is dead. It really is," said Edward G. Abington Jr., a former State Department official who was once an adviser to Palestinian President Mahmoud Abbas.

Abbas, whose bouts of vacillation have irritated U.S. officials, yesterday dissolved the Palestinian government in response to Hamas's takeover of Gaza. U.S. officials signaled that they will move quickly to persuade an international peace monitoring group -- known as the Quartet -- to lift aid restrictions on the Palestinian government, allowing direct aid to flow to the West Bank-based emergency government that Abbas will lead.

"There is no more Hamas-led government. It is gone," said a senior administration official, speaking on the condition of anonymity because the administration must still consult with other members of the Quartet. He said that humanitarian aid will continue to Gaza, but that the dissolution of the Palestinian government is a singular moment that will allow the United States and its allies to create a "new model of engagement."

This senior Administration official is correct - we are at a moment, as a nation, that we have to come to terms with the extraordinary failure of our entire Middle East strategy.  Our investment in the region has been immense in terms of lives, money and prestige.  And today our traditional allies are in retreat, and non-Western forces are on the rise.  This "new model of engagement" suggested above is a concept we need for the entire region, not just in Palestine.

More on arming the Sunnis

Yesterday's Washington Post had a remarkable piece about a new strategy to arms the Sunni militias in Iraq.  I will admit being a little skeptical about this plan, but in the current issue of Democracy Carter Malkasian makes a compelling case for why this new strategy may be one worth giving serious consideration to.  He ends his article this way (and I hope you read the whole thing):

Neither the insurgency nor AQI [Al Qaeda in Iraq] can be defeated if Al Anbar is not secured. Unfortunately, the Iraqi Army appears unlikely to do so. The widely accepted recommendation to invest more advisers, training, or equipment will not change the ethnicity of the Iraqi Army, lessen sectarian tensions, or reverse popular disaffection with the government. Even more preposterous is the idea that expediting U.S. withdrawal will somehow enable the army to provide security. Perhaps the Iraqi government could massively reinforce the Iraqi Army and crush the Sunnis but, considering the strength of the insurgency, this could only be accomplished through wanton brutality, which would have prohibitive domestic and international political ramifications for the United States, as well as destabilizing repercussions throughout the region.

Given the likelihood of continued ethnic conflict, the United States needs to look to limited means of protecting its interests in Iraq. First and foremost, that means constraining AQI’s influence. Pursuing a grassroots Iraqization in which greater effort is placed on developing local police forces–throughout the Sunni provinces–could allow the areas that enjoy relatively restricted insurgent activity to be expanded, thereby constraining AQI’s influence. In contrast to the Iraqi Army, local Sunni forces can control territory, collect intelligence, and cripple AQI–precisely what the United States needs as it looks to draw down its forces. To start, the Iraqi Ministry of Interior must expand police recruitment and, as training capacity permits, lift caps on personnel numbers. Additionally, the United States needs to put as much effort into training, advising, and equipping the police as the army. In particular, the quality of the advisory teams working with the police should be improved. Like the army, the best active-duty Marines and soldiers ought to be embedded with the police.

But these are the simple actions. The U.S. and Iraqi governments need to go further and empower local Sunni leaders, as they did with the Albu Mahal and Sittar in Al Anbar province. Local Sunni leaders should be given the power and authority to motivate their communities to join and support the police. Imams, sheiks, and other local leaders need to be lavished with political and economic rewards, to be distributed to their communities, for supporting the police: political positions, command of military formations, civil affairs projects, economic compensation packages, salaries, and permission to run black-market activities. There will, of course, be corruption as local leaders take money and profits for themselves. In Iraq, that is the cost of doing business.

Such a policy may sound like a minor technical change, but it would actually be a fundamental shift in U.S. strategy. It would undermine America’s key strategic goals of forming a democracy and a unified state. The United States would be tacitly permitting Sunnis to field militias and defend themselves. This would be one more step toward the fragmentation of Iraq into Sunni, Shia, and Kurdish areas. Indeed, a real possibility exists that Sunni police would clash with Shia militias in defense of their neighborhoods. Additionally, the government would be devolving power from democratically elected officials to traditional nonelected authority figures, such as imams and sheiks, which could further undermine the democratization effort.

These downsides are undeniable, but they should not be exaggerated. National unity would probably be no more weakened than it is now, and fighting between the government and Sunni police outside Baghdad is unlikely. In fact, Sunni police forces have a better relationship with the Iraqi government than any other element of Sunni society, and there are no cases of Sunni police from Al Anbar attacking Shia areas. The Iraqi Army and local Sunni police regularly conduct combined operations against AQI. Sittar has even openly proposed cooperation with Shia tribes. Similarly, the Iraqi government is not set against working with Sunnis; the fact that Maliki has backed local Sunni forces suggests that he does not view them as a threat. The risk of clashes with Shia militias could be mitigated by not forming Sunni police within Baghdad.

Ultimately, the United States faces a choice. It can continue to push a national and unified state, and risk letting hardcore insurgents and terrorists go unchallenged. Or the ties that bind the state can be loosened to counter AQI with local police forces, but at the cost of formalizing sectarian divisions and weakening democratization. The latter is hardly optimal, but optimal is no longer a luxury the United States can afford. Right now, we must focus on avoiding the worst possible outcome, and that means doing what we can to prevent AQI from having uncontested control over the Sunni provinces. Grassroots Iraqization would accomplish that goal, and hopefully, the local forces that are empowered through this strategy one day could contribute to producing a peaceful and stable Iraq.

Immigration Hope?

The Times this morning has a story that suggests the immigration bill is still alive and kicking. Importantly it quotes the leading Senate R, John Kyl, admiting responsibility for the reckless actions of the anti-immigration deal gang of 4 who were instrumental in bringing the deal down last week.

On a relatied note, thoughtful Post columnist Sebastian Mallaby starts his column, "The Party of Global Seriousness" this way:

The collapse of the immigration bill last week holds a political lesson. It isn't just Democrats who flunk Globalization 101. Indeed, Democrats may be supplanting Republicans as the grown-ups on this issue.

Anyone who understands Globalization 101 knows that immigration, including large-scale unskilled immigration, is a fact of the modern world. Mexican laborers who migrate to the United States stand to see their wages triple or more: No amount of border security is going to keep them from coming. Chasing down and deporting illegal workers is costly to U.S. taxpayers, cruel to immigrants, disruptive for U.S. employers, expensive for U.S. consumers -- and, most of all, futile. People who yell "amnesty" merely reveal that they don't understand the world we live in.

But the Republican Party, which prides itself on understanding globalization when it comes to capital flows or trade, is blind to the global labor market. In the crunch immigration vote in the Senate on Thursday, only seven Republicans voted for reform, while 38 voted against it. Among the supposedly globo-phobic Democrats, the numbers were roughly reversed: 37 Democrats voted for reform while just 11 voted like ostriches...

Though I agree with the sentiment of the piece, I take issue that the current Republican leadership has ever demonstrated they have a firm grasp of globalization. It has been under the GOP's watch that we saw the selling out of IP at Doha in 2002; the passage of the distorting farm bill in 2002; the collapse of the Doha round these past several years; and of course they have been wildly ignorant of how the current wave of globalization has been effecting American workers. Their economic strategy these last 6 years has been limited to cutting taxes on the wealthiest among us, a response clearly not adequate to the moment we are in.

 

US arms Sunni insurgents

I strongly believe that any successful path forward in Iraq and the Middle East will require a strategic coming to terms with the newfound complexity of the region's ancient battle between Sunni and Shiite that was fundamentally altered by our installation of the first Shiite-led Arab government in the history of the region. It is clear, in retrospect, that despite intelligence warnings, the leaders of our government simply didn't understand what they were doing in Iraq, and had no real idea of what was going after to happen after the initial and successful acts of our military.

A big and important piece in the Times today details our latest efforts to gain the upper hand in this new complex regional dynamic - our government is now arming Sunni militias in Iraq. Of course, Sunni militias have killed more American troops than any other force in Iraq, and they the sworn enemies of the Shiite-led Maliki government. Confused? I think, my friends, so is our government.

Consider these graphs near the end of the story:

General Lynch said American commanders would face hard decisions in choosing which groups to support. “This isn’t a black and white place,” he said. “There are good guys and bad guys and there are groups in between,” and separating them was a major challenge. He said some groups that had approached the Americans had made no secret of their enmity.

“They say, ‘We hate you because you are occupiers’ ” he said, “ ‘but we hate Al Qaeda worse, and we hate the Persians even more.’ ” Sunni militants refer to Iraq’s Shiites as Persians, a reference to the strong links between Iraqi Shiites and the Shiites who predominate in Iran.

An Iraqi government official who was reached by telephone on Sunday said the government was uncomfortable with the American negotiations with the Sunni groups because they offered no guarantee that the militias would be loyal to anyone other than the American commander in their immediate area. “The government’s aim is to disarm and demobilize the militias in Iraq,” said Sadiq al-Rikabi, a political adviser to Mr. Maliki. “And we have enough militias in Iraq that we are struggling now to solve the problem. Why are we creating new ones?”

In a major op-ed in the Post today, Henry Kissinger joins the global chorus begging the Administration to start putting more effort and faith in a regional political reconciliation process that really is the only possible way we can improve a battle with the kind of complex politics described above (sorry for no link here - couldn't find it on the Post site this am).

Arrests in New Haven may offer a glimpse of the future

Today's New York Times features a story which vividly highlights the urgent need to change our immigration policy and demonstrates what a tragedy the immigration bill's failure truly is. On the same day that the bill stalled in the Senate thanks to willful and calculated sabotage, federal officials conducted a raid in the town of New Haven. This town had become a safe place for immigrants already living there; "The police adopted a ‘don't ask, don't tell' policy for dealing with immigrants, and the mayor backed a plan for municipal identification cards. Within the borders of this liberal college town, there was hardly a whiff of opposition." Yet at 6 a.m. on Wednesday, Immigration and Customs Enforcement officials swooped in on the town, arresting 31 suspected illegal immigrants, many of them in their homes. From the article:

"Within hours, any sense of sanctuary that the city and advocates for immigrants advocates had developed over the years was turned upside down, replaced with fear.

“There is truly no safe haven for fugitive aliens,” said Marc Raimondi, a spokesman for Immigration and Customs Enforcement, the federal agency that conducted the raid.

Afterward, local officials’ cellphones lighted up with dozens of frantic phone calls from residents and community leaders saying that people were missing. There were rumors of a mass arrest at a supermarket. Fair Haven resembled a ghost town, with residents huddling inside their houses, afraid that they, too, could be arrested at any moment."

We are at a crucial point in our nation's history where we must choose a vision of America's future. This raid has afforded us an example of one such vision, that of the politicians who worked to undermine the immigration bill, where people are arrested in their homes at the break of dawn and rounded up like cattle while at the supermarket buying food for their families.

Clearly this is the wrong vision. 63% of Americans, and a smaller percentage of the Senators representing them, have another one. With the immigration bill, we had a fleeting glimpse of a different path, one that would have been both more effective and more compassionate; unfortunately, now we may never see more than that.

Mr. President, is this how it ends?

After the collapse of the immigration bill last night, I could only really think of the President and his legacy. Immigration reform has been something that he could do that would leave behind something lasting, something permanent, something that as he traveled around the nation in his post-Presidential years he could look on with joy and pride. But even now that looks doubtful, and with that, it is increasingly likely that he will go down in history as one of the worst leaders our nation has ever had.

Consider what we will be discussing and writing about for posterity: a drop in the standard of living for average Americans; the creation of structural budget deficits coming right before the fiscal time bomb of the retirement of the boomers; a decline in our rates of broadband penetration relative to the rest of the world; more without health insurance, in poverty and with dangerous levels of household debt; rising crimes rates; an education reform approach underfunded by tens of billions of dollars; a weakening of our support for trade liberalization; a shifting of the tax burden from the wealthy to the middle class; an era of what has been perhaps unmatched corruption, lying and betrayal of the public trust; a weakening of our long-cherished civil liberties, including the suspension of habeas corpus for non US citizens; the publicly sanctioned demonization of Hispanics, the fastest growing part of the American family; and of course there is the great one, Iraq, and our incredible tossing away of the opportunity to remake the world in a way true to our values after 9/11 when the whole world was with us.

What will also be discussed are not just the mistakes, but the challenges not met. The lack of action on the decline of the middle class, on climate change, on energy independence, on college tuition costs; on giving our workers and kids 21st century skills; on offering a plan to give more people health insurance and good and affordable care; on Darfur. To paraphrase Tom Friedman this was not only a disappointing age for what was done, but also disappointing in the lack of imagination shown by our leaders in finding ways to solve the tough emerging challenges facing our nation and the world.

So, Mr. President, this morning we add one more item to this terrible legacy - the inability to fix our broken immigration system.

Somehow I thought that given the coming judgment of history, Mr. Bush would rise, drag his reluctant Party to the table, and end his time here with a powerful and moral act - bringing these 12 million out of the shadows - that would make it much more difficult for history to break against him. But this morning, even on an issue he believes in so deeply, he couldn't get it done, and we are now one more day closer to having his time here in Washington be judged as an extraordinary failure of leadership, character, judgment and governance.

Perhaps things will change in the coming weeks, and the President and the reluctant Republicans will wake from their slumber and find common ground with the Democrats. I hope so, and we at NDN will continue to work as if something good can come from the disappointing outcome last night on the floor of the Senate.

Bill Kristol: is the President still respectable?

In an article in the Daily Standard, William Kristol offered this criticism of President Bush after he declined to pardon Scooter Libby:

So much for loyalty, or decency, or courage. For President Bush, loyalty is apparently a one-way street; decency is something he's for as long as he doesn't have to take any risks in its behalf; and courage--well, that's nowhere to be seen. Many of us used to respect President Bush. Can one respect him still?

Reform on Bush's mind in Georgia

Reform was the theme of President Bush's speech in Glynco, GA. One might ask, though, if the President intended to focus solely on comprehensive immigration reform, or was he also focusing somewhat on the reform/modernization of the Republican Party? In addressing the progress of the Senate bill, the President was quick to address the many critics from his own party who have attacked the bill. (Perhaps the President has read the newspapers lately which have exposed the rift within the GOP over this issue.)

From the Glynco speech:

Amnesty is forgiveness for being here without any penalties -- that's what amnesty is. I oppose it. The authors -- many of the authors of this bill oppose it. This bill is not an amnesty bill. If you want to scare the American people, what you say is, the bill is an amnesty bill. It's not an amnesty bill. That's empty political rhetoric, trying to frighten our fellow citizens. People in Congress need the courage to go back to their districts and explain exactly what this bill is all about, in order to put comprehensive immigration reform in place.

...

This reform is complex. There's a lot of emotions around this issue. Convictions run deep. Those determined to find fault with this bill will always be able to look at a narrow slice of it and find something they don't like. If you want to kill the bill, if you don't want to do what's right for America, you can pick one little aspect out of it, you can use it to frighten people. Or you can show leadership and solve this problem once and for all, so the people who wear the uniform in this crowd can do the job we expect them to do.

Now is the time for comprehensive immigration reform. Now is the time for members of both political parties to stand up and show courage, and take a leadership role and do what's right for America.

Wallsten and Schaller: Immigration debate exposes rift within GOP

As the media continues to cover the the immigration debate, its intricacies, and its status in the U.S. Senate, a few articles have covered a critical component of the debate: the tensions it poses to the Republican Party and its future. And according to these articles, the tensions run deep as the party considers and chooses its role in modernity. The first of two articles discussing these tensions is this front-page story from Peter Wallsten of the LA Times. From the article:

At issue are not just different approaches to immigration but competing visions for how to rebuild and maintain a base of loyal Republican voters.

Many Republican strategists and Bush allies blame election defeats last year in part on the loss of Latino voters after a flurry of anti-illegal immigration ads that strategists say exploited ethnic stereotypes. They say Republicans cannot hope to win a national majority without substantial support from the fast-growing Latino voting bloc.

"I believe that not to play this card right would be the destruction of our party," said Sen. Mel Martinez (R-Fla.), the Cuban-born general chairman of the Republican National Committee, who helped write Senate legislation creating a path to citizenship for most of the nation's estimated 12 million illegal immigrants. "Hispanics make up about 13% of our country and by 2020 will be closer to 20%. It is a demographic trend that one cannot overlook."

The second article is from Tom Schaller, whose article in Salon asks if Rush Limbaugh was correct in describing the immigration debate as a marginalizing (and potentially destructive) force within the Republican party. From Schaller's article:

Immigration is especially perilous for the GOP because it is what might be called a "double-edged" wedge issue. It not only pits the party's base against a large and quickly growing pool of potential new Republicans -- 41 million Hispanics -- but also pits two key parts of the existing base against each other. The Wall Street wing of the GOP, which finances the party, wants to keep open the spigot of pliant and cheap Spanish-speaking labor. It finds itself opposed by much of the Main Street wing, which provides millions of crucial primary and general election votes and would like to build a fence along the Mexican border as high as Lou Dobbs' ratings or the pitch of Pat Buchanan's voice. And it's simply impossible for any political party to win if it has to choose between money and votes.

Why have Republicans found themselves on the point of this wedge? Because in the two decades since the last major immigration measure, the makeup of the national Republican Party and the demography of the country have both changed dramatically. In 1986, radio talkers like Limbaugh could not harness the power of millions of devoted daily listeners to bring national Republican political figures to heel, and the Hispanic vote share was negligible. Twenty years later, Limbaugh is the most popular talk radio host in America, and there are millions of Spanish-speaking immigrants living alongside Rush's listeners in the kinds of red states where Spanish was rarely heard before. At the same time, the Latino vote has grown to 10 million. The GOP is now forced to choose between its reliable base of close-the-border, English-only cultural whites and the rapidly growing bloc of swing-voting Hispanics.
