Our supporters have chipped in more than $350,000 so far for this campaign, and thanks to new donations received this week, we were able to significantly increase our media buys in Arizona and Colorado, and put a new closing ad on the air in each state.

Hispanics Rising, 2010

At an event today, our affiliate, the New Policy Institute will release "Hispanics Rising, 2010", an updated version of a report we last released in 2008.  Join us in person or live on the web to see the presentation, and look for the full report on our website later today.  I offer up this executive summary of the report as a little appetizer:

Fueled by huge waves of recent immigration from the Americas and the Caribbean, the rapid growth of the U.S. Hispanic community is perhaps the most important American demographic story of the 21st century. At 15% of the US population today, Hispanics are now America’s largest “minority” group. One in ten Americans today is of Mexican descent, and the US now has the 2nd largest Hispanic population of any nation in the Americas. Over time this fast-growing population will grow to almost 30% of the total U.S. population, and will be the central driver in turning America into a “majority minority” nation by 2050.

Not surprisingly, this very rapid and profound population change is shifting political alignments in the U.S. Early in this decade George W. Bush’s remarkable success with this new community and electorate was critical to both of his Presidential victories. In 2005, however, the national Republican Party repudiated the modern, successful Hispanic strategy championed by the Bush family, and adopted a much more anti-immigrant, anti-Hispanic strategy. This approach was instrumental in fueling the massive immigration rallies in the spring of 2006, and swinging Hispanics significantly to the Democrats and increasing their turnout in the 2006 elections. The Republican Party’s gains in this critical new part of the American electorate were lost.

The 2008 cycle saw a continuation of this new potent dynamic – an anti-immigrant, anti-Hispanic national GOP, and a Democratic Party embracing, tentatively, the new demographic realities of the 21st century and one of its most visible battlegrounds – immigration reform. Once again the Hispanic electorate stayed with the Democrats and increased their share of the overall electorate. This emergence of a new, highly energized and pro-Democratic Hispanic electorate had an enormous impact on the 2008 presidential election. In six battleground states critical to the Electoral College - Colorado, Florida, Indiana, New Mexico Nevada and Virginia – increases in Hispanic turnout and a significant vote swing to Democrats helped tip these states from Republican to Democrat. This swing of Latino votes—as it was for George Bush in 2000 and 2004—was instrumental in electing Barack Obama to the White House in 2008.

In the span of just the last three Presidential elections, the Hispanic share of the American electorate has grown 80 percent, from 5 percent in 2000 to 9 percent in 2008, a sweeping and historic development.

The evidence of the rising political and cultural influence of America’s growing Hispanic population is all around us. In the 2008 Presidential election, each political party conducted an entire Presidential debate in Spanish, the Democratic Party fielded the first major Hispanic Presidential candidate, added a heavily Hispanic state, Nevada, to its early primary mix, and held its convention in Denver, a central spot in the new Southwestern Latino battleground. In 2009 the first Hispanic in American history, Sonia Sotomayor, was appointed to the Supreme Court. President Obama has appointed a record number of Hispanics to his Administration, including prominent Cabinet positions. Florida Senator Mel Martinez recently served as Chairman of the Republican National Committee, and New Jersey Senator Bob Menendez now runs the Democratic Senatorial Campaign Committee. Spanish is now commonly spoken and used by leading politicians and their offices across the country. After years of protest, Time Warner had the good sense to remove Lou Dobbs, the most virulent anti-immigrant voice in mainstream media, from CNN. America’s relationship with Mexico—a country which has now provided so much of our population but long been distant in the American imagination—is going through an historic warming period. The coming reapportionment and redistricting will further shift political power to Hispanic regions of the country, and Hispanic regions within states.

Data from this election cycle show that the Hispanic community is still with President Obama and the Democrats and still wary of the GOP, but their intention to vote this fall trails far below the national average. For a community that has voted in very high numbers in recent elections, this is a change, and perhaps a sign of their disappointment in Washington’s continued inability to resolve the issue so close to their communities and their families – immigration reform. How the two political parties manage this issue this year and in the years ahead—particularly given the fuel a new law in Arizona has added to the fire—will be critical to shaping the Hispanic population’s future political path, and, given their numbers, perhaps the nation itself. This next chapter of “Hispanics Rising” has yet to be written, but may be the most important yet.

NDN Participates in Latino Political Action Training Day, Pre-Inaugural Day Weekend

Washington, D.C. - Today, Simon and Andres will address approximately 100 Latino organizers, community leaders, and individuals interested in increasing the civic participation of Latinos from approximately 20 different states. 

It is most fitting that Simon and Andres begin the day's program, reflecting on Latino vote in 2008.  NDN's most significant accomplishment has been our advocacy for what we have called the "new politics."  For years NDN has made the case that a new politics was emerging in America, driven by three major changes: 1) the emergence of a new governing agenda and priorities, 2) the emergence of a whole new media and technology construct that was fundamentally changing the way we communicate and advocate, and 3) the emergence of a new American people, one very different from the demographic makeup of the U.S. in previous decades.  As part of this third pillar of the new politics, NDN has made the case to progressives and those on the center-left that for us to succeed as a 21st century movement, we must involve Hispanics and encourage Latino participation in politics. 

This day-long event is intended to serve as one major step to ensure that Hispanics continue to build on the momentum built by their participation in the 2008 elections, and engage civically.  Panelists are experts in the areas of political organizing, media strategy, and advocacy.  Attendees are coming to this pre-Inauguration event from AZ, CA, CO, D.C., FL, GA, ID, IL, IN, MA, MD, NV, NJ, NY, OH, OR, PA, PR, TX, VA.

What World Does the Republican Party Live In? Part II - The David Frum Folly

What World Does the Republican Party Live In? (con.) - David Frum, former George W. Bush Speechwriter, was on NPR this morning discussing how the GOP lost its way in 2008 because it misread its challenge as a "moderate-conservative" one, missing the fact that it is actually a "backward-forward" one.  On that, we are agreed - the GOP agenda completely collapsed in 2004/2005 and the GOP has refused to develop a new agenda that embraces the 21st century reality of the U.S.

But Mr. Frum contradicted himself during the interview: he alleged that minorities are an important part of the advantage held by Democrats, but that Republicans can essentially give up on the Hispanic vote and still win - his contention is that the group the GOP needs to win back in order to win are college graduates and that, basically, the GOP can do just fine without Latinos because we're all poor and populist:  "As populist economically as we need to be to win over this poor group of voters...you'll blow the whole coalition to pieces...because are you going to be the universal state free at the point of consumption health care?"  In fact, winning Hispanics is an integral part of moving "forward" and embracing the facts of a 21st century America.  Mr. Frum also demonstrates his ignorance of the Hispanic community by continuing the erroneous stereotype promoted by hate groups and Lou Dobbs types that Latinos are all uneducated, poor, a burden to our society, and dependent on big government.  In reality Hispanics are the demographic that uses the least amount of government programs (even though many are in fact in the middle or lowest income brackets), with the highest rate of employment, and in many areas they account for economic and labor growth as they are often small business owners.  Also, historically Hispanics split pretty evenly between parties and they have never constituted a loyal "base" for either party.  Not to mention, "Hispanic" concerns are the same as those of the general population, with some nuances.

Frum's contention is yet another example of the GOP's stubborn denial of the racial reality of the country.  Only a few GOP strategists like Rove and Sen. Martinez have attempted to make their party realize that the United States will be a majority "minority" country by 2042, and that support among Hispanics is key to its survival.  If the GOP intends to exist for the next generation, they had better accept - and embrace the new electoral map.  Hispanics have consistently demonstrated their increasing political clout, particularly in this election, when they turned out in record numbers and affected elections in battleground states like Florida, Nevada, New Mexico, Ohio, etc.  Additionally, Hispanics displayed the power in their numbers in non-traditionally "Latino" states because this demographic helped realign this election - i.e., Hispanics helped flip GOP "safe" or deep red states to blue, as was the case in Virginia, North Carolina, and Indiana.

Frum's theory is a tough sell - exit polls show that the election was the closest among high school graduates and college drop-outs, while the higher the degree obtained, the more supportive voters were of Obama (53% of college graduates supported Obama, and the number goes up to 58% among those with postgraduate degrees).  Frum fails to recognize that race relations and the way Obama reflects and embraces the current U.S. demography was just as important in winning over the intellectual "elite."  Millenials and the more educated are increasingly intolerant of intolerance.  Additionally, Hispanics are a part of all income and education groups.  It should also be noted that voters with higher degrees comprise a smaller percentage of the electorate (only 17% of the electorate has PhDs).  Within a few generations (max) the share of Hispanic voters will easily match the 28% of people with a college education who voted in this election.

Another flaw in Frum's argument is that the importance of college grads implies the importance of young adults: 2/3 (or 67%) of all Hispanics who voted in this election are under the age of 45 - he should think about what that means for the future.  Every month, 50,000 Latinos turn 18.  Twenty percent of millenials have at least one immigrant parent. The irrefutable fact is that Hispanics - the fastest growing demographic in the United States - will only play an increasingly pivotal role in national politics in the 21st century. 

The fact is that the GOP built an entire domestic agenda based on the exploitation of fear, racial and otherwise: whether it was Willie Horton, "welfare queens," "tax and spend liberals," and most recently the issue of illegal- immigration.  And GOP leaders are still refusing to accept this fact - as recently as two days ago Mike Huckabee spent a half hour trying to explain his intolerance of certain gay rights to Jon Stewart; mind you, the Daily Show audience is precisely Mr. Krum's "target": college educated, about 18-35 years old.  Republicans like Mr. Frum have to first recognize what has been their tactic in the past and second, think about what they want their future to look like.  If it wants to stay in business, the GOP has to build a Party and coalition suited to the demographic realities of 21st century America

Unemployment Rate of Latinos Skyrockets

In September, the Pew Hispanic Center's report on the overall state of Latinos found that Latinos were in a significantly worse economic condition and reported a decline in their general well-being. We have continued to see how the economic crisis is hitting Latinos particularly harshly, and today we find that the unemployment rate for Latinos has sky-rocketed to 8.8% in October. The overall national unemployment rate for October reported today is 6.5%, with 240,000 jobs cut during the month. Hispanics have been particularly affected, as the number of unemployed Hispanics went up in September to 1.72 million, and in October Hispanics comprised 1.96 million of the 10 million people unemployed nationally.

Ad Wars: Barack Obama En Español

Barack Obama's latest ad is not only in Spanish, but it has Barack Obama speaking in Spanish through the entire ad - not an easy feat.  He has a good accent, better than George W. Bush's.  And as we saw in the case of then Gov. Bush, the Hispanic community doesn't care so much about a candidate being able to speak perfect Spanish, they care that they try - and I must say, Sen. Obama pulls it off seamlessly here.  By contrast, Sen. McCain hasn't so much as tried to learn the "I'm John McCain and I approve this message" tagline in Spanish.  This ad is part of something historic.  Barack Obama has now spent more than any other presidential candidate in history on Spanish language media.  And he is only the third or fourth candidate that I can count that has cared to speak to this demographic in their language of origin.  As reported in the documentary, "Latinos 08", Jackie Kennedy filmed a message in Spanish on behalf of her husband when he ran for office, George W. Bush spoke some Spanish here and there, and Howard Dean tried his hand at it as well, but the Obama campaign has spent a record amount of resources on a record amount of Spanish language ads.  And it seems to be paying off.  According to the latest polls, Barack Obama now holds a 40-50 point lead among Hispanics.  This is his second Spanish-language address, the first having been an ad in Puerto Rico during the primaries. Here, he is trying to bond with the Hispanic community by speaking of the "American Dream" that motivated so many of them to come to this country, thus trying to add an emotional connection to the support among Hispanics that seems largely driven by issues and party identification. 

And a translation of the ad:
BO: We share a dream,  That through hard work your family can succeed.
That if you're sick, you can have access to medical insurance.
That our children can have a quality education, regardless of whether you are rich or poor.
That is the American Dream.
I ask you for your vote, not just for me and the Democrats, but so that you can keep that dream alive for yourself and for your children.
I'm Barack Obama and I approve this message.

Ad Wars: En Español

With only two weeks to go until Election Day, Sen. Barack Obama is clearly not taking the Hispanic vote for granted as he continues flooding the airwaves in Spanish with no less than three new radio and television ads.  The first radio ad, "Ataques" ("Attacks") addresses Sen. McCain's attack tactics, and is airing in NM, CO, NV, PA, IN, WI, OH, VA, NC, Central FL, and South Florida (Miami, West Palm Beach).  It's interesting that there's an entire second version of the ad for Southern Florida, using voices that have more of a Caribbean tint to them, which reflects the origin of most Latinos in that area.  I see this as an indicator of why Obama has been doing so well among Hispanics - he recognizes our differences.

The second ad, also on radio and recorded by Senator Ken Salazar, "CO, Salazar Early Vote" airing in Colorado, is aimed at motivating voters to vote early.  

The third ad, a television spot called "Oportunidad" ("Opportunity") is about access to higher education, airing in NM, NV, CO and FL.  See the tv ad below, along with the English translations of the ads.

Hispanics Hand it to Obama

Obama's most important lead after last night's debate may have come among Hispanic voters, who favored him by a 50-36 percent margin according to the national Politico/InsiderAdvantage survey of undecided debate-watchers. The candidates were evenly matched among white voters, with McCain holding a 49-46 percent advantage - equal to the three point margin of error. African Americans picked Obama as the winner by 88-10 percent. You can trace Hispanics' support of the presidential candidates through Gallup's weekly poll - the poll shows Obama with a consistent comfortable margin of at least 20-25 points ahead of McCain. The latest Gallup poll shows Obama ahead by a 60-31 percent advantage.

Candidates Woo Largest Spanish-speaking Audience in the Country, Part II

More on John McCain's interview with Univision anchor, Jorge Ramos. Univision has the largest Spanish-language audience in the U.S.

ON LATIN AMERICA- When asked about the prospect of Russia providing Venezuela with training and nuclear arms, and whether he would rule out U.S. military intervention in Venezuela, Sen. McCain responded that he definitely would (keep in mind all those Florida voters who are originally from Venezuela or still have family and ties to the country). Sen. McCain stated his priorities regarding Latin America as: 1) U.S. independence from Venezuelan oil, as there is evidence that Venezuela is helping aid the FARC in Colombia, and 2) passage of a Free Trade Agreement with Colombia.

Last weekend, Barack Obama and Joe Biden appeared with Jorge Ramos on Al Punto. By contrast, when asked about Latin America, Sen. Obama appeared to understand that the United States' relationship with the region has so much more at stake than merely trade agreements and foreign aid, "Trade agreements cannot serve as a substitute to sensible policy...It's not about just sending money [to the region] and forgetting about it...If this hollow policy continues, our children will be in danger...we should be in contact at this critical time." Sen. Biden noted, "..this Administration has no policy towards Russia, or towards Latin America for that matter."

ON OTHER ISSUES - On immigration, Barack Obama said during his interview with Ramos that in order to truly secure the border, we also need to go after unscrupulous employers and to provide legalization to all the undocumented in order to bring them out of the shadows. On the election:

JR: Will Hispanics decide this election? What do you think of Latino voters?
BO: "...The states with the largest Hispanic populations will certainly have a decisive role during this election....Hispanics could be the largest group of voters in New Mexico....I do think Hispanics are going to turn out and vote because they will decide whether they want to continue 8 years of failed policies or not...so I have no doubt that this election will turn out record numbers of Latinos and voters in general."
JR: So will Hispanics decide this election?
JB: In some states, like Florida, yes....in my state for example, small state of Delaware, has among the largest rates of growth of states on the east coast, the population has increased 25% over the last 17 years, and a full quarter of that growth is comprised of Hispanics in my state.

Jorge Ramos also posed a few tough questions to Sen. McCain:

JR: Governor Palin, she said Sen. Obama worked from an ex-terrorist's living room. But she works for the campaign right? So I take it she had your approval to say those things, are you suggesting that [Sen. Obama] tolerates terrorism?
JM: No. We just believe the American people should know more about this relationship.

**Sarah Palin was scheduled to appear with John McCain, but she reportedly had a scheduling conflict. Sen. McCain did say that she will be on Al Punto soon.

Hispanic Heritage Month 2008

Every year the United States takes a time out from September 15-October 15 to recognize the contributions of Hispanics in the United States as part of Hispanic Heritage Month. Hispanics are now recognized as the largest minority in the U.S. - the Census estimates that by 2042 one in four persons will be of Hispanic origin. As this year's Hispanic Heritage Month kicked off this week, it becomes clear that an unprecedented number of Latino voters could decide this year's election, Latinos are increasingly represented in government and industry, Latinos are a growing force in the media - as evidenced by the launch of shows like "Agenda" and "Al Punto" on Spanish language networks, and Hispanics are also becoming web and technology users in rapidly growing numbers.

For these reasons and more, the Pew Hispanic Center reported this week on a survey it conducted on the overall state of Latinos. The report reflects how Hispanics are bearing much of the current economic crisis, combined with suffering increased instances of discrimination.

Half (50%) of all Latinos overall (native and foreign born) say that the situation of Latinos in this country is worse now than it was a year ago, according to this nationwide survey of 2,015 Hispanic adults (higher than the average for non-latinos). Fully 63% of Latino immigrants say that the situation of Latinos has worsened over the past year. In 2007, just 42% of all adult Hispanic immigrants - and just 33% of all Hispanic adults - said the same thing. These increasingly downbeat assessments come at a time when the Hispanic community in this country--numbering approximately 46 million, or 15.4% of the total U.S. population--has been hit the hardest by rising unemployment.

Due mainly to the crisis in the housing and construction industry, the unemployment rate for Hispanics in the U.S. rose to 7.3% in the first quarter of 2008, well above the 4.7% rate for all non-Hispanics, and well above the 6.1% rate for Hispanics during the same period last year. As recently as the end of 2006, the gap between those two rates had shrunk to an historic low of 0.5 percentage points--4.9% for Latinos compared with 4.4% for non-Latinos, on a seasonally adjusted basis. The spike in Hispanic unemployment has hit immigrants especially hard. For the first time since 2003, the unemployment rate for Latinos not born in the United States was higher, at 7.5 percent, than the rate for native-born Latinos, at 6.9 percent, the report found. Latinos make up 14.2% of the U.S. labor force, or roughly 22 million people.

In addition to the economy, issues like immigration, access to health care, and discrimination continue to be of concern to Hispanics and to Hispanic voters. In the Pew survey, one-in-ten Hispanic adults - native-born U.S. citizens (8%) and immigrants (10%) alike - report that in the past year the police or other authorities have stopped them and asked them about their immigration status. Some Latinos are xperiencing other difficulties because of their ethnicity. One-in-seven(15%)say that they have had trouble in the past year finding or keeping a job because they are Latino. One-in-ten (10%) report the same about finding or keeping housing.

On the question of immigration enforcement, the Pew Center's research demonstrates the same data NDN found through our polling on immigration, released last week. Latinos disapprove of current enforcement-only measures - more than four-in-five Hispanics (81%) say that immigration enforcement should be left mainly to the federal authorities rather than the local police and 76% disapprove of workplace raids. Two-thirds (68%) of Latinos who worry a lot that they or someone close to them may be deported say that Latinos' situation in the country today is worse than it was a year ago, as do 63% of Latinos who have experienced job difficulties because of their ethnicity and 71% of Latinos who report housing difficulties because of their ethnicity.

Most Hispanics in the U.S. are native born, i.e., U.S. citizens legally not susceptible to deportation, therefore the fact that most Hispanics worry about raids, immigration, and even facing possible deportation reflects how the existing reckless "enforcement-only" policies are impacting not only foreign Hispanics, but U.S. citizens.

NDN has a history writing and speaking about the Hispanic community as one of the great American demographic stories of the 21st century, recognizing that it will be hard for any political party to build a 21st century political majority without this fast-growing electorate. Hispanics have become one of the most volatile and contested swing voting blocs in American politics, and they are responding to this attention. As reported in Hispanics Rising II, an analysis of the Hispanic electorate and their motivation, Hispanic immigrants are becoming increasingly involved, as reflected by the data released this week by the Immigration Policy Center, demonstrating a spike in citizenship applications. Immigrants want to be U.S. citizens, they want to apply for citizenship, often having to overcome virtually impossible obstacles to be able to pay the obscenely high application filing fees.

Therefore, political candidates will do well to pay attention to the many challenges facing Hispanics today. At the onset of Hispanic Heritage Month this week, both Presidential candidates released statements praising Hispanics' contributions to American society and their military service. The difference between the two statements is that Barack Obama also called for comprehensive immigration reform. On the other hand, John McCain didn't mention it. This is curious because polling for the last 3 or 4 years, including the latest polls conducted by NDN, consistently shows that immigration is of top concern for Hispanic voters.
