Countering Russian Insurgency

Over the past decade, a major new threat to the Western liberal democratic order has come to the forefront of our politics - the rise of far-right illiberalism. Openly supported and aided by the Putin regime in Russia, illiberal political leaders including Trump in the US, Farage and the pro-Brexit movement in the UK, Matteo Salvini in Italy, and Viktor Orban in Hungary have gained significant political power, and have begun to erode democratic norms and institutions.

Taking Trump’s Ongoing Assault On Our Democracy Seriously

In an NBC News column a while back, Glenn Kirschner, MSNBC legal analyst and former prosecutor, made a really compelling point – the current DOJ policy preventing the indictment of a sitting President, whether just or not, should not apply to crimes against our democracy, or cheating to win an election.  “If a president can act unlawfully to influence an election,” Kirschner wrote, “he does not deserve the protections of his ill-gotten office. This incongruity encourages lawlessness in the quest for the presidency and then rewards that lawlessness by inoculating the criminal president against prosecution. Such a construct is dangerous.”

In my conversations with Kirschner we discussed how this absurd formulation has created a massive incentive for American Presidential candidates to cheat and cheat big – for the candidate who doesn’t cheat, loses; or if you cheat just a little bit you lose and can be indicted.  The candidate who cheats in a big way and wins escapes prosecution.  We are in such a horrific situation right now with President Trump.  Trump is struggling to win a traditional free and fair election and has begun cheating/law breaking/ignoring the Constitution at a level never seen before in an American election (this thread details all the ways Trump is cheating now – it’s an exhausting list).  

And Trump does all this knowing that if he wins AG Barr will be there to ensure he isn’t indicted, and if staff broke laws getting him elected – even working directly with Russian intelligence assets – he can pardon them (as he did Roger Stone example).  As Kirschner predicted, there is no reason once you start cheating to do it at the margins of an election – you just have to go for it.  For if you cheat and lose, you and your team can be indicted.  Immunity only comes from winning or staying in power illicitly.  

That Trump is a cheater/law breaker/criminal is well established.  Despite all the cover the AG has given him, the President is under criminal investigation in NY for tax and insurance fraud.  A trial involving rape allegations against the President is moving forward.  Michael Cohen went to jail for their plan to repeatedly break election law in 2016, and the Trump family foundation’s law breaking (including 2016 election law) was so extreme the foundation was dissolved by the state of New York.  We know the President accept and encouraged illicit help in 2016, and even built and designed campaign strategy around information Russian assets provided to the campaign in advance.  And then there is whatever drove Comey to make his dramatic intervention ten days out in 2016 – a move which gave a losing Trump campaign an ill-gotten victory.  Trump was Impeached in 2019 over a truly brazen and months- long effort involving senior leaders of his government to cheat in the current election – a lawless move which was given sanction by the Attorney General and the Senate Republicans.  

The political crime spree the President is on right now has no precedent in American history.  He is breaking/damaging ancient foundations of our democracy – the Postal Service, the Census, Separation of Powers, our Election itself.  He’s using the vast powers of the US government to illegally aid his re-election every day, every day – it’s the equivalent of hundreds of millions of dollars of campaign spending paid by you, me and other American taxpayers.  The absurd, fake Kayne campaign. Russia has returned, and this time the collusion is out in the open, overt; and this time, the government is providing intentional cover for Russia’s intervention, laundering it to make it legitimate.  The President asked China for electoral help, his Ambassador to Brazil asked the Brazilian government for electoral help too.   He’s invented a domestic terror threat which doesn’t exist.  He’s using authoritarian means to stifle domestic dissent, and is threatening an all-out war by the United States government itself against “The Radical Left” (whatever that is).  His Presidency has become an orgy of illiberalism – and as we see in the crack downs in Hong Kong and Belarus, we cannot look the other way, pretend this isn’t happening here.  Trump has shown too much admiration and kinship with authoritarian oppressors throughout the world for us to believe it cannot happen here.  Of course it can.  

In 2016 the media and political elites were slow to recognize the illicit activity which helped give Trump an ill-gotten win.  We naively “waited for Mueller.”  The Republican burying of Trump’s Impeachment – essentially not even allowing a Constitutionally required trial – was for us here at NDN a “Crossing the Rubicon” moment, a moment when the US was no longer really a functioning democracy as we have been taught to understand them.   And so here we are, the place Rep. Adam Schiff and my friend Glenn Kirscher predicted we would be – the President has launched enormous effort to stay in power using all means necessary.  He’s in the process of denying America a free and free election.  He is cheating and breaking American election law at a truly massive scale, right now, every day, in front of our eyes.  His partner, Putin, has returned, and is aiding his re-election again.  There simply is no reason to believe he is going to leave office without a fight.  

Yes I know there are big issues in front of our campaigns now – COVID, our recession/depression, return to school, health care, climate, fighting systemic racism.  But we all must find time in this challenging time to talk about what our President is doing to our democracy itself.  It is a betrayal of country without peer or precedent.  We simply have to do everything we can to make it harder for him to cheat, or stay in power illicitly. We have to prepare the American people for the struggle ahead, and we have to fight – using the Congress, state legislatures and Governors, Attorney Generals and city prosecutors.  The director of the USPS should be in front of Congress explaining himself TOMORROW not in mid-September.  If state and local laws are being violated by Trump prosecutions should happen.  State AGs can subpoena the USPS, WH COS Meadows, others in the WH and ask them to explain in public what they are doing.  Our electeds in the states should hold hearings and events educating the public about how to vote, and the threats we see.  There has to be an enormous national effort to not just defeat Trump in a traditional election but to defend our democracy from his ongoing assault.  But that starts with not looking the other way, pretending there are more important issues to talk about – we can wage both a traditional campaign, and a campaign to preserve our democracy.  We have no choice really.  We can and must do both now. 

We know from history how dangerous this moment is – fellow patriots, let us commit to rise to this moment, together, and do everything we can to defeat this extraordinary threat to everything that has made America great, and an inspiration for free people throughout the world for centuries.  

So, over the past few weeks, faced with plummeting poll numbers, one would have imagined the President would have changed course, ending a period of historic fecklessness, and attempted to work with Congress on tackling one of America’s many problems.  He could have easily reached out and worked to finally adopt a national strategy to tame the virus; advanced a next round of economic support and stimulus; found ways to honor the protests and promote racial reconciliation in America; discussed the best paths to reopen our schools this fall; improved the ACA, and ensured access to all during a pandemic; countered and challenged China’s swallowing of Hong Kong, stopped Russia’s attacks on our soldiers, people and interests; adopted a next generation approach to climate change; supported long term investments in improving our aging infrastructure……

Instead, the nation has been subject to an extraordinary, relentless and extended screed from the White House about the existential threat posed by the President’s perceived domestic political opponents, much of it imagined and fictional.  The performance of the President, the White House and its allies these past few weeks has been reprehensible and dangerous; the rhetoric we’ve been heard is outside what one could ever expect or accept in a democracy.  

If you haven’t read or watched the President’s speeches on July 3rd and 4th – just do it.  The language, the hyperbole, the violence will shock you. You will find phrases like "there is a new far-left fascism," "this left-wing cultural revolution is designed to overthrow the American Revolution," "radical assault" "the radical view of American history is a web of lies," "unleash a wave of violent crime.”  The Washington Post reported:  "He celebrated Independence Day with a dystopian speech in which he excoriated racial justice protesters as “evil” representatives of a “new far-left fascism” whose ultimate goal is “the end of America.” "

The single most poisonous passage came from his July 4th remarks: "American heroes defeated the Nazis, dethroned the fascists, toppled the communists, saved American values, upheld American principles and chased down the terrorists to the very ends of the earth.  We are now in the process of defeating the radical left, the Marxists, the anarchists, the agitators, the looters, and people who, in many instances, have absolutely no clue what they are doing."

Friends, we know the guy is loose with his words, but this is the President of the United States conjuring up some dangerous domestic enemy who needs to be fought the way we fought Nazi Germany, Soviet Russia, ISIS and Al Qaeda, with the American military, with death and assassinations.  This wasn’t a campaign speech, and the President wasn’t talking about politics or the 2020 elections.  It was an official speech by the President, from the White House, on the 4th of July, and it is was a call to arms by the leader of our government to kill and hunt down a dangerous domestic other.  

These words were not spoken in a vacuum.  A few weeks ago the Trump campaign bought ads on social media which screamed “Dangerous mobs of far-left groups are running through our streets and causing absolute mayhem. They are DESTROYING our cities – it is absolute madness.”  And in some ads the Trump campaign added a symbol used by the Nazis to “identify Communists, and was applied as well to Social Democrats, liberals, Freemasons and other members of opposition parties incarcerated by the Nazis.” Like in the President’s July 4th speech what the Trump campaign is clearly floating here is an authoritarian crackdown against domestic “enemies” and using to a Nazi symbol to do it – how in the world did we get here? 

Finally, the President has made these calls in a time of dangerous growth of a new international white supremacist extremist movement, one with clear ties to Russia.  In the last few weeks right wingers assassinated two law enforcement officers in Northern California, have been arrested on terror charges in Las Vegas, and an active duty Army private was arrested on terror charges for conspiring with an European Neo-Nazi group to kill American troops stationed there.  The President is using language and symbols these groups would understand as allied with their aims, and warning after warning has come from the FBI/DHS in recent weeks about the growing threat of these groups here in the US.  

What we have been worried about now is that the President really appears to be exploring, in word and deed (his gassing/shoot of unarmed protestors, use of the US military in DC), some kind of sustained violent assault against his domestic political enemies.  The language of his government and allies has grown far more apocalyptic and violent, and in recent days the President called on his supporters, some of whom are well armed, to take up the fight.  It feels as if we are the edge of something truly dangerous, illiberal and dark.   

We know, we know, it just can’t be that bad.  Trump doesn’t want Americans to die from COVID, lose their jobs and health insurance; doesn’t want the planet to burn; isn’t allowing Putin to kill American troops without challenge; isn’t really using Nazi symbols, encouraging domestic terrorism, threatening to hunt down and kill other Americans.  But, yes, of course, it is that bad; and our job is to stop pretending otherwise.  We’ve run out of innocent explanations.

A series of events over the past several months raises questions about whether using Russian style disinformation tactics has become a core part of the GOP’s electoral strategy for the 2020 elections.

Let’s review what we’ve seen so far. In June, the Trump campaign used foreign-shot stock footage to manufacture fake people who were then used in ads run on Facebook. A top Trump campaign consultant built a series of websites falsely purporting to be the official sites of Democratic Presidential candidates. The President tweeted out a video of Nancy Pelosi he knew had been altered, and also one morning retweeted dozens of accounts almost all of which were certainly — and obviously — fake. A new set of Trump campaign Facebook ads include one which lies about the Vice President and other Democratic candidates supporting single payer health care, falsely using an image from a different question from the most recent Democratic debate.

This morning, the Chairwoman of the RNC, Ronna McDaniel, retweeted a tweet by Senator Marco Rubio which featured selectively and misleadingly edited remarks by Rep. Ilan Omar. That the video was misleading and grossly misrepresented what she said had already been established. Yet the GOP Chair shared it anyway.

And of course there is the relentless, grinding flood of disinformation coming from the vast network of right wing bots and trolls. We’ve put together a list of some of the top right wing “amplifiers” here so as to better understand this critical part of the right’s disinfo dystopia. 

While we shouldn’t be surprised that the American political party which so enthusiastically embraced and amplified Russian active measures and disinformation in 2016 would be at it again, it does not mean that responsible Americans should accept these tactics as normal and routine. They aren’t. They are outside of what should be permissible in a mature democracy; and that we are seeing them emerge in this election should challenge all of us to do something concrete about it. Here are some ideas on what can and should be done:

Name and shame — First, we have to begin openly talking about what is going on here; condemn it when it happens; and be prepared to rebut and respond to these false attacks when they come. This tweet from the DNC’s War Room this morning is a good example.

Next, the social media platforms should be notified and encouraged to take down blatantly false material. Someday we may have to find a way to more formally regulate all this, as my friend Amb. Karen Kornbluh has recommended. But in the short term pressure should be applied to the platforms to be as aggressive as they can be to not knowingly spread false information.

Finally, the mainstream media should be judicious in how they cover these moments so they don’t end up just promoting false and misleading videos, statements and attacks. The role of the traditional media is particularly important here. The day the President took to Twitter and tweeted out dozens of accounts purporting to be firefighters who supported him, the Washington Post ran a story whose headline read “Trump retweets dozens of people taking issue with a firefighters union’s endorsement of Biden.” The problem of course is that The Post had no idea if these accounts were real people. Reviewing them, very few looked real. So what would be more accurate would have been “Trump retweets dozens of accounts taking issues with a firefighters union’s endorsement of Biden.” There has to be consciousness now in all stories going forward that there is a possibility these accounts are fake and that the entire episode was “disinformation” — the use of fake accounts and other means to create an impression about something which is not true.

It is my hope that all news organizations are having internal conversations now about how they are going to deal with these kinds of moments in the coming months. Have they trained their reporters and editors about common disinformation tactics? Is there a special editor assigned to officiate when questions about authenticity and whether something is disinformation are raised? Do internal practices need to be reviewed and updated to the moment? I hope all these things are happening now inside all news organizations as we get deeper into the 2020 election. For not understanding, or being surprised, can no longer be a legitimate excuse for anyone in the information or media business.

Non-proliferation — If we view disinformation and fraudulent representations as a societal “harm,” something dangerous and improper, then Democrats and other responsible actors in the political system should commit to not use these illicit tactics in their own operations. Vice President Biden has made such a commitment, and the 50 state Democratic Parties have called on the national party to seek such a commitment from all Democrats at all levels of government across the country. My hope is that other organizations in the day-to-day scrum of national politics — trade associations, advocacy groups, lobbying campaigns — also make similar commitments. Using these kind of Russian inspired disinformation tactics should be seen as something that is not just wrong, but unpatriotic, a betrayal of our democracy. Knowingly misleading your fellow citizens using fraudulent means can just never ever become okay.

Of course the fakery and fraud we discuss here is of a very conventional kind. We all expect artificial intelligence enhanced “deep fakes” to be deployed in this election. As you can see in this presentation, the ability to determine something which looks so real could be made up is going to very hard for our system and the American people, still struggling to handle the fraudulent representation described above, to manage.

After what we’ve seen already these last few months, the relentless daily lying by the President, and Mitch McConnell’s years of blocking legislation to protect our democracy and discourse, it is perhaps unreasonable to expect the Republican Party here in the US to do anything other than play by Moscow Rules in 2020. But the rest of us cannot be naive and unprepared this time. We need to condemn it, counter it, combat it and ultimately ensure that these kind of illicit tactics have no place in a democracy like ours.

As the gravity of Trump's historic betrayal of our nation weighs further upon us this week, NDN firmly plants itself in the camp that believes those of us in the center-left should be making the issues around Trump and the GOP’s degradation of our democracy front and center in American politics. Whether it is Trump Russia, the attacks on a free press, unprecedented official corruption and malicious lying, restricting people’s ability to vote, illegal gerrymandering and racial discrimination, the stealing of a Supreme Court seat or Congress’s unwillingness to hold hearings, use CBO scores, conduct de minimus oversight or other abuses of their power the issue of the modern GOP’s abandonment of its commitment to democratic norms is a grave threat to our understanding of what a democracy is and should be.

Proud patriots here in the US will be working to renew and repair our democracy for years if not decades to come. This will become one of the central responsibilities of those who will serve in elected office, and we should begin this conversation with the American people today. It borders on recklessness to leave these tasks to Robert Mueller and the courts, as history has shown that even in strong democracies like ours there is no guarantee these institutions can withstand a sustained assault from an autocrat and his enablers in the legislature.

The very openness of American society is being exploited by foreign actors to further their own political ends. To offer up some ideas on what can be done we will hold an event next Thursday, November 9th in the Rayburn House Office Building. Headlining the conversation will be Rep. Adam Smith (D-WA), ranking member of the Armed Services Committee, and primary author of a bill designed to counter Russia’s rising global ambitions, the “Fostering Unity Against Russian Aggression Act of 2017.”

In addition, we have assembled a trio of thought leaders in this emerging space for what will be a spirited discussion. Joining us are:

Amb. Karen Kornbluh, Clinton/Obama Administrations – Karen will talk about the new information landscape facing modern democracies (bio).

Tim Chambers, Dewey Digital – Tim will also talk about the new information landscape but with a particular focus on tackling the challenge of malicious social media bots (bio).

Greg Miller, OSET Institute – Greg will discuss ways we can fortify and modernize our elections infrastructure (bio).

Simon Rosenberg, NDN – Simon will moderate and offer closing remarks (bio).

So, imagine if you lived in America at a time when:

• Incomes of everyday people are at an all-time high, have been rising for at least four years now and saw their largest annual increase in recorded US history just a year ago.
• The unemployment rate is 4.3%, about at what economists consider “full employment.” This rate is historically low — over the past 70 years (821 months), the rate has only been lower in 130 of those months or just 16% of this 70 year stretch. A reminder that the unemployment rate never dipped below 5.3% during the entire Reagan Presidency.
• More people have health insurance and access to quality than any time in American history. A recently implemented health care law has materially improved the lives of tens of millions Americans in a very short period of time.
• The US stock market is at an all-time high, and 33% percent higher than any sustained high in US history and between 5 and 10 times higher than where it has been most of last 50 years. So really high.
• The high school graduation rate is the highest ever recorded.
• Violent crime rates are half of what they were a generation ago, and cities across the US are blossoming, seeing growth, investment and people once again living “downtown.”
• Teenage pregnancy rates are plummeting, and now are at all-time low.
• There has not been a foreign fighter terror attack on US soil in 16 years, few American troops are dying overseas and the US faces no true existential threat from a foreign power.
• Due to smart policies and years of investment, the flow of undocumented immigrants into the US has dramatically slowed, seeing no net increase for a decade now.
• The US is taking control of its energy future, seeing a sharp decrease in foreign oil imports and sharp, even historic, increases in the production of renewable energy.

Would that America sound like a good America to you? I think so. And of course this list describes the America of today, early June, 2017. America is not without its problems, of course. Despite our economic success, we are still leaving too many behind. Growing levels of inequality are corrosive to the social fabric and bad for the economy too. We have too much public and private debt. Tribalism, racial strife and social coherence remain daunting challenges. Mass incarceration too. The opioid epidemic is tragic, and needs far more attention and action. Too few people vote in America, and our civic life needs renewal on many fronts…..

But it is the premise of this essay that while America has very real challenges, somehow the positive side of the nation’s balance sheet — and there is a lot there — has been recklessly ignored in our national discourse. It is my contention that contrary to the claims of our President, America hasn’t lost its greatness, and that by many historical measures there has never been a better time in all of America history to be alive. Certainly better than the Great Depression, or when we held millions of slaves in cruel bondage, or when kids worked and didn’t go to school, or before there was a minimum wage or a social safety net, or when little black kids and little white kids couldn’t drink from the same water fountain, or when hundreds of thousands were dying in Vietnam, or a Cold War could lead to nuclear annihilation at any moment? Or when sky high interest rates prevented us from buying homes, or women couldn’t vote or work or pursue their dreams, or when OPEC decided to punish America, forcing us to wait in lines for hours just to buy gas? Or especially, my Republican friends, when Ronald Reagan was President and the unemployment rate never dipped below 5.3?

Which brings us to Trump. So much of what he is doing flows from the argument that America isn’t managing this new age of globalization well but being defeated by it. It is the rationale behind stripping health care from tens of millions, dismantling common sense environmental regulations, and getting out of the Paris climate deal and TPP; behind his harsh new immigration enforcement and criminal justice policies; behind his dancing with dictators and distancing himself from democracies. And of course, the data above suggests that this argument — the entire rationale for Trump’s Presidency — just isn’t true. Not even close. Things are far better than he says, or perhaps, understands.

Our new President is the first in our history to be under investigation for treason while in office. Whether he has in fact betrayed our nation to a hostile foreign power (and I think he did) will be determined soon. But to me the greater betrayal of this remarkable nation and its hundreds of millions of decent, hardworking people is the President’s denigration of our collective accomplishments over the past generation. Despite the many headwinds of the modern world America has made true, substantial progress. We are a better and more prosperous nation than we were a generation ago. Our companies lead the world in just about every possible sector, and the innovation and creativity in our private sector remains the envy of the world. Our military has no near peer, and remains the greatest fighting force ever assembled. We are taking control of our energy future, and making great strides against climate change. We are working through our unique challenges with race and tribalism, and while Trump is an obvious setback we just saw a man of color lead our nation successfully for the first time in history. Millions of new Americans are starting businesses, building families and making their mark. Our universities are the best in the world, and our public schools are getting better. I could go on and on and on.

But the bottom line is by selling us short Trump betrays both the greatness of our country and the goodness of the American people every day of his Presidency.

And this is the key. To defeat Trumpism we must be optimists, patriots, pragmatists now. To defeat the man, we must defeat his fallacious arguments about America and what we have become. While he talks down America, we must talk it up. We should be proud stewards of a great nation, but steely-eyed and resolute about tackling the real challenges that remain. In many ways, even in these nasty early days of Trump, I have never been more proud of my country, more in touch with what it means to be an American. For it remains the greatest country on Earth, the inspiration for so many — and it will reclaim that role in the days after Trump if we can together not just defeat the man, but defeat the dark pessimism his brand of politics has unleashed into America and the rest of the world.

Can we do it? In the words of another who came before, there is no doubt in my mind that “Yes, we can.”

We’ve helped lead ongoing conversations about demography, technology and media, globalization and its related geopolitics for over a decade now. Along the way we’ve had some inspiring victories and accomplished some important things. But no time in our history feels as important as today and these early days of the new era of Trump.

These past few months we’ve been heads down, helping create early understandings about what exactly we and the world are dealing with. We wrote early on about Trump’s worrisome and potentially treasonous relationship with Russia; his unprecedented corruption and willingness to ignore long held Democratic norms; his dramatic reluctance to align himself with the West and its values; his reckless economic policies and betrayal of the voters who elected him; and his inhumane immigration crackdown. In each of these areas NDN has made early and sustained contributions to creating a better understanding of what was indeed happening.

But it has not all been about Trump. We’ve offered a series of pieces about the future of the Democratic Party; about the need for Democrats to embrace their sound economic stewardship over the past generation as the critical first piece of the development of a new and compelling agenda; about the need to let the Democrat’s generational wheel turn and a new wave of promising leaders to step forward; about the need to be patriots now not partisans; and about the urgency of Democrats to assume responsibility for the global order built by previous generations of Americans and work to both modernize and preserve it for our kids and theirs. We can’t beat something with nothing as has been said, and we are also trying to do our part to help ensure what comes next for the center-left is even better than what we’ve had.

So, yes, we’ve been busy. But that’s what we are here for, and why we need your support today. There is a lot of work to be done. And your support is what makes it all possible. I hope you will step up with a contribution of whatever amount makes sense – $25, $50, $100, more. As you know well it is the generosity of our community that makes all this cutting edge and impactful work possible.

So please do give today. We don’t have a grassroots army or compelling television ads. But we do have years of experience, resilient keyboards and powerful insights – and those too have their place in our current and extraordinary struggle. This morning we released the following statement to the media and our community: 

When President Trump meets with Vladimir Putin’s most senior aide at the White House today, it is essential that the President use this time to raise concerns about Russia’s rising ambitions on the global stage. Among the issues that should be on the agenda:

• Russian interference in the elections and internal politics of the United States and Europe
• Russia’s violation of the INF nuclear treaty (link)
• The imperative of returning Crimea to Ukraine, and cessation of its adventurous military operations in the region
• Rising Russian support of the Taliban in Afghanistan (link), and escalation in Libya (link)
• Russia’s establishment of a military installation in Nicaragua (link)
• And of course, the need for Russia to stop propping up Syria’s murderous dictator, and prolonging the Syrian Civil War

“While Americans should be very concerned about Russia’s intervention in our election last year on behalf of Donald Trump, what is far more worrisome is President Trump’s unwillingness to challenge Russia’s rising ambitions on the global stage since becoming President” said NDN President Simon Rosenberg.

“In another age we would call President Trump’s early approach to Russia “appeasement.” Today, President Trump has an opportunity to demonstrate to the American people that he is capable of standing firm against this rising global threat from a newly ambitious Russia. His failure to raise these matters with FM Lavrov and demand a change in Russia’s course would send a signal to the world that America supports Russia’s newly aggressive stance. Such an approach is of course unacceptable, and would give additional fodder to those who have been argued that Trump can be friends with Putin or be President of the United States - but he cannot be both.”

Update: So the meeting happened.  Lavrov brought along Ambassador Kislyak, thought to be the chief Russian spymaster in the US.  These two men helped lead the Russian campaign to elect Trump.  And Our President met with them without any other American in the room - no translator, no press, no national security council staff.  Just Putin's top aide, and the Russian spymaster in the US.  How Kislyak was allowed into the Oval Office is beyond comprehension.  And of course the White House's read out of the meeting was milquetoast, and neglected to mention Kislyak's presence.  And of course did not mention anything about the ongoing Russian interference campaign in the US or in Europe.  Pure, clear, mighty appeasement it is.
