Barack at His Very Best

An excerpt from his speech earlier today to the Ghanaian Parliment:

This is the simple truth of a time when the boundaries between people are overwhelmed by our connections. Your prosperity can expand America’s. Your health and security can contribute to the world’s. And the strength of your democracy can help advance human rights for people everywhere.

So I do not see the countries and peoples of Africa as a world apart; I see Africa as a fundamental part of our interconnected world – as partners with America on behalf of the future that we want for all our children. That partnership must be grounded in mutual responsibility, and that is what I want to speak with you about today.

We must start from the simple premise that Africa’s future is up to Africans.

I say this knowing full well the tragic past that has sometimes haunted this part of the world. I have the blood of Africa within me, and my family’s own story encompasses both the tragedies and triumphs of the larger African story.

My grandfather was a cook for the British in Kenya, and though he was a respected elder in his village, his employers called him "boy" for much of his life. He was on the periphery of Kenya’s liberation struggles, but he was still imprisoned briefly during repressive times. In his life, colonialism wasn’t simply the creation of unnatural borders or unfair terms of trade – it was something experienced personally, day after day, year after year.

My father grew up herding goats in a tiny village, an impossible distance away from the American universities where he would come to get an education. He came of age at an extraordinary moment of promise for Africa. The struggles of his own father’s generation were giving birth to new nations, beginning right here in Ghana. Africans were educating and asserting themselves in new ways. History was on the move.

But despite the progress that has been made – and there has been considerable progress in parts of Africa – we also know that much of that promise has yet to be fulfilled. Countries like Kenya, which had a per capita economy larger than South Korea’s when I was born, have been badly outpaced. Disease and conflict have ravaged parts of the African continent. In many places, the hope of my father’s generation gave way to cynicism, even despair.

It is easy to point fingers, and to pin the blame for these problems on others. Yes, a colonial map that made little sense bred conflict, and the West has often approached Africa as a patron, rather than a partner. But the West is not responsible for the destruction of the Zimbabwean economy over the last decade, or wars in which children are enlisted as combatants. In my father’s life, it was partly tribalism and patronage in an independent Kenya that for a long stretch derailed his career, and we know that this kind of corruption is a daily fact of life for far too many.

Of course, we also know that is not the whole story. Here in Ghana, you show us a face of Africa that is too often overlooked by a world that sees only tragedy or the need for charity. The people of Ghana have worked hard to put democracy on a firmer footing, with peaceful transfers of power even in the wake of closely contested elections. And with improved governance and an emerging civil society, Ghana’s economy has shown impressive rates of growth.

This progress may lack the drama of the 20th century’s liberation struggles, but make no mistake: it will ultimately be more significant. For just as it is important to emerge from the control of another nation, it is even more important to build one’s own.

Weekly Immigration Update: Fourth of July - Why Immigration Reform Is Our Patriotic Duty, Now

This Fourth of July weekend the Statue of Liberty – the most recognizable symbol of the “American Dream” – was once again made fully available to visitors.  It is now as before, "From her beacon-hand glows world-wide welcome," as Emma Lazarus once wrote in a poem now engraved inside the monument.  Sadly, this is not the reality faced by most immigrants today (regardless of whether they are “legal” or “illegal”) – particularly Mexican and Hispanic immigrants.  We can only hope that the spirit of the founding fathers and the spirit that led us to erect a “Statue of Liberty” prevail in Washington, D.C. in the coming months, and an entire overhaul of the U.S. immigration system is enacted.

In the same patriotic spirit, this weekend, 237 soldiers, sailors, marines and airmen were sworn in to become American citizens in Iraq. They are from 59 countries, mostly Mexico, the Philippines and Iraq. As he gave the keynote remarks of the ceremony, Vice President Biden noted that caring for troops abroad and at home is the “sacred obligation” of this nation. Yet many of the soldiers dying for our country today, many of those who were sworn in this weekend, come from “mixed status” families and – in addition to the stress caused by their professional responsibility – have to worry about adjusting their own immigration status or the possible deportation of a loved one.  This added stress will continue until the passage of immigration reform legislation.  

According to the military, with this ceremony, roughly 3000 service members will have become naturalized citizens. But what of the service members who are legal residents but not yet citizens? They remain in waiting.  U.S. legal residents who are not yet citizens and happen to be of Mexican origin can take a bullet – as Americans – because of, and to defend, the American ideals that they believe in but ironically they cannot take a seat at a desk in an agency of the federal government to fight for those same freedoms in a different capacity.  I think our founding fathers would be appalled if they witnessed such a double-standard.

And what of soldiers' families? It is a sad irony that in addition to the fight these soldiers endure on the field, they must also suffer the lack of due process often afforded to their families by the country they serve; or have family that cannot come out of the shadows; and if they have family that is “doing things right” and “waiting in line” to be joined with them legally in the U.S., they must endure years of being processed through an unfairly costly and unfairly broken immigration system.   

In his speech, Vice President Biden invoked the Statue of Liberty’s famous inscription:

 “Give me your tired your poor,” very accurately adding, “to be honest I’m not so sure that its legendary inscription is applicable to this group here today, because when I look at the men and women sitting out in front of me here, I’m having a hard time because I don’t see them in terms of tired, poor or huddled.” If I had to write an inscription, he added, "I would say give me your best, your brightest and your bravest. Give me your warriors your heroes who will enhance our great nation and strive to keep her free."

The key to understanding the immigration issue is the last point - immigrants are of all colors, from all creeds and all regions, and they are everything from agricultural workers, to service employees, to some of the most talented lawyers, scientists, and entrepreneurs in the world.  To America’s great fortune, many would like to be here.  Additionally, all the polling data demonstrates that a resounding majority of American voters side with immigrants on the need to fix the broken immigration system.  Only 3% of voters polled in swing states blamed immigrants for the problems caused by the broken immigration system – while over 2/3 blamed the U.S. Congress and federal government (presumably for its inaction on this front).

At a time when our economy has shrunk over 5%, we need the best and the brightest here; we need them to create jobs here to help us through this economic crisis. 

Biden went on: “There’s always room for more Americans, always room for more Americans. It’s the lifeblood of our country.  You know, over 50 countries represented here today, men and women, black and Asian, Hispanics.”

Biden went on to recount a story from when he was in Kosovo. Milosevic had just capitulated, he said, and he had a Kosovar driver who was “very proud to drive a United States Senator around.”  They headed out over a rutted and muddy road, and they saw a lot of construction. “America, America” the driver said, pointing to all the construction activity.  Then at a checkpoint they came upon a female colonel, a black captain, a white sergeant and a Hispanic private, Biden said. “And I pointed and I said, no – there’s America, that’s America and until you understand it here, you’ll never be free.”

Unfortunately there are many in our country today and in the halls of Congress who still do not understand Vice President Biden’s point.  Just last week, 50 Democratic members of Congress voted for an amendment for greater enforcement of the overwhelmingly discredited E-verify program in appropriations legislation.  If their interest is rule of law, then we hope they recognize the need to step up and fix the broken immigration system.

As President Obama stated on July 4, the spirit of our founding fathers is one that, “we are called to show once more. We are facing an array of challenges on a scale unseen in our time.”  He went on to say that, “Meeting these extraordinary challenges will require an extraordinary effort on the part of every American. And that is an effort we cannot defer any longer.”  Unfortunately, of all the challenges he mentioned – health care, climate change, the economy, even dependence on oil – not once did he mention the broken immigration system that affects so many millions of Americans today.

I have no doubt of the President’s genuine desire and commitment to passing immigration reform, but I do hope that his calls to action and his call for an “extraordinary effort on the part of every American,” will ring again for immigration reform.  Because unlike the other reforms mentioned, immigration reform will serve as an immediate net gain to the U.S. economically, culturally, and to a great extent, the moral authority of America depends on it.  

Make no mistake – immigration reform is urgent.  The broken immigration system affects all Americans.  If there is any doubt on anyone’s mind as to the urgency of reform, I would only highlight the fact that hate crimes against Hispanics (the group the media has associated the most with “illegal immigration”) have risen 40% over the past four years.  The Southern Poverty Law Center reports that that the number of hate groups targeting Latinos and immigrants has increased by 54% since 2000.

These are not just statistics:
- Luis Ramirez, a 25-year-old immigrant, was brutally beaten to death in July of last year by a group of teenagers in Shenandoah, Pennsylvania (several with a criminal record) who got off with a ridiculous 6 month sentence.  Friends of Ramirez have been told to get out of Shenandoah, "or you're gonna to be laying effin next to him." Ramirez was married to a native-born American and left a 1 year old daughter. 

- November 8, 2008, in Suffolk County, New York, 37-year-old Marcelo Lucero was going to visit a friend to watch a movie when he was brutally attacked and beaten to death for no apparent reason.  Originally from Ecuador, he had lived in this country for 16 years. 

- Less than a month later, two Ecuadorean brothers were assaulted by three men yelling anti-Latino slurs in the Bushwick neighborhood of Brooklyn. One of the brothers, a business man who had lived in the U.S. for ten years, died as a result of his injuries. 

- Most recently, a Hispanic 9 year old girl and her father were brutally gunned down in front of their wife and mother by Minutemen followers who broke into their home in the middle of the night and claimed the family was part of a “Mexican gang.”

This is not a side of America that can be tolerated, much less encouraged by mainstream media and our own community.  And inaction on our part enables this kind of intolerance.  Hate has always been present. But passage of comprehensive immigration reform will undoubtedly take much of the air out of the growing balloon of hate and some of the most shocking displays of racism that we have seen in a generation.

It is not an option; it is a necessity for all Americans - for our soldiers, for our teachers, for our families, for our scientists, for our friends.  Make no mistake about it; fixing the broken immigration system is an urgent national challenge.  And to the naysayers, I repeat the words of President Obama on Independence Day: 

These naysayers have short memories. They forget that we, as a people, did not get here by standing pat in a time of change. We did not get here by doing what was easy. That is not how a cluster of 13 colonies became the United States of America.

We got here by doing the right thing, by fighting for a legacy greater than ourselves. 

Will Higher Savings Help or Hurt the Economy?

What happens if Americans come out of the current downturn with a serious commitment to save more? There are many sound and obvious reasons for people to save -- to build up a cushion should they lose their jobs, for example, accumulate the down payment for a house, cover their children's college tuition, and be able to retire on more than their Social Security. Yet, over the last generation, the U.S. personal saving rate fell steadily and sharply, even reaching negative territory, as most Americans decided that the rising value of their homes or stocks could substitute for saving. And anyway, most of us simply preferred to consume more. The drawbacks became painfully clear as soon as the current crisis struck, and those home and stock values nosedived.

For now, personal saving is back, quickly turning positive and reaching 4.3 percent of people's post-tax incomes in the first quarter and nearly 7 percent in May. Businesses also are saving (i.e., they're retaining earnings) -- but not much, since hard times leave them less to save: The private saving rate, which includes businesses and households, was a little under 6 percent of national income in the first quarter. But the national saving rate is down in negative territory for the first time in generations, mainly because federal and state governments are running such big deficits -- i.e., "public dissaving." So households are rebuilding their resources, businesses are holding on, and government is using stimulus to support overall demand.

As there are risks to both families and the economy from under-saving -- our low national saving rate is what's forced us to borrow so much from China, Japan and Saudi Arabia -- high saving brings its own problems. As people save more, they have to consume relatively less, and ours is an economy run for a long-time largely on consumption. A saving rate substantially higher than we've been used to could mean slower growth and fewer new jobs, unless we maintain strong demand with large, permanent government deficits -- a bad idea for other reasons -- or much stronger business investment. Other nations also have some skin in this game of ours: More than $2 trillion of what we consumed last year came from abroad -- imports -- so weaker U.S. consumption means fewer exports and jobs in China, Germany, Japan and a lot of other places.

How we all fare with a higher saving rate will depend in part on how quickly it rises and how high it goes. Nouriel Roubini, the NYU economist who actually predicted the housing and financial market meltdowns, sees personal saving going to 10 or 11 percent, and worries especially about how a quick ascent to those levels could mean a deeper and longer recession. Most Wall Street economists, however, predict a relatively gradual increase which shouldn't impair an initial recovery -- especially since we still have most of the federal stimulus in the pipeline -- but would likely mean a slower expansion. But if the saving rate does continue to go up, it's likely to stay high for some time: Nobel economist Edmund Phelps calculates that it may take 15 years for American households to rebuild what they've lost in this meltdown. And that doesn't count the enormous debts which so many Americans carry today: In the seven years from 2000 to 2007, the debts of American households grew as much, relative to income, as they did during the previous 25 years. All of this helps explain why a majority of Americans now say they plan to keep their expenditures down after the recession ends.

The actual effect of higher saving on jobs, growth and most Americans' quality of life, however, will really depend on what happens to the incomes those savings come out of. If we return to the trends of the 2000-2007 expansion, when real wages declined and real incomes stalled, each percentage point increase in the saving rate will reduce spending by at least $100 billion. That's more than $1 trillion if we reach 10 percent and stay there (and assuming business investment doesn't soar). But if incomes rise 2 percent a year in the next expansion -- as they did through much of the 1990s -- we can save more without having to endure a long period of very slow growth.

It always comes back to incomes. It was, after all, the income slowdown since 2001 which drove up that household debt and pushed tens millions of families to spend down their home equity -- ultimately contributing to the current meltdown. And let's talk politics: Once the recession eases, what happens to wages and incomes will be the critical test of the economic success of Barack Obama's presidency and his large, Democratic majorities.

Unhappily, nothing will be harder to achieve, because restoring the broad income gains we saw in the 1950s, 1970s and again in the 1990s will require, just to begin, slowing increases in the health care and energy costs that businesses bear, and, which in a period of intense global competition come out of jobs and wages. Fortunately, the Obama Administration is focused on both of these problems. The catch is that their programs, at best, will take a decade to produce a significant slowdown in those costs. That's a long time for people to wait while their wages stagnate. But if we don't start now, those benefits will be still further off, and prospects for broad upward mobility could fade for another generation.

Weekly Immigration Update: Republican Leaders Get Immigration Reform

One of NDN's main arguments for passage of immigration reform legislation this year (CIR) is the fact that: 1) the broken immigration system is a major national problem, 2) voters want a solution to fix it (particularly Hispanic voters) and 3) it is a legislative achievement within easier grasp of this Congress and Administration than other issues given the history of bipartisan support on this issue (lest we forget that a bill did pass the Senate in 2006, under Republican control).  U.S. Senator Lindsey Graham (R-SC) reiterated this last point on yesterday's Meet the Press. President Obama has reiterated his commitment to getting immigration reform passed - hopefully all Democrats in Congress will move just as quickly to get this done this year.  Clearly there is no political or policy-oriented argument not to that can stand the test of scrutiny.

GREGORY:  Let me just spend a moment talking more generally about the future of the Republican Party.  I spoke to a prominent Republican this week who said the problem for Republicans is that they have failed to take stock of what happened last year in the election. They have failed to take stock of the demographic changes in the country.  Who are the leaders of this party and what are the issues that bring it back to power, Senator?

MR. GREGORY:  Is Sarah Palin also a leader of this party?

SEN. GRAHAM:  Absolutely.  I think Huckabee, Palin, Mitt Romney, John McCain--because he's the most recognizable public, public figure as a Republican, because he ran for president with a good approval rating--congressional leaders.  A guy like me who'll try to find common ground on the issue on immigration.  You know, one thing long-term about this party, the demographic changes in this country are real.  We lost ground with Hispanic voters because of the way we behaved and the things we said on immigration.  Obama won younger voters because of the image he projected and his positive agenda….

 

Will Young People Unite to Save the World?

Seventy percent of Iranians are under 30.

These young people have twice the presence in the population of that country as America's largest generation, Millennials (born 1982-2003), has in ours.

In the immediate aftermath of Iran's disputed presidential election, text messages became the tool for organizing post-election protests. Hundreds of thousands of tweets provided more, if not clearer, information about what was happening each day than traditional media. Opposition and government Facebook pages poured out dueling messages on the Internet. It suddenly seemed as if not only had American democratic values erupted on the barren landscape of a theocratic society, but also that young people's technological capabilities might produce a regime change that no one anticipated. Clay Shirky announced, "This is it. This is the big one.  This is the first revolution that has been catapulted onto a global stage and transformed by social media." And the notion that this was a "Twitter Revolution" quickly became the meme for the entire series of post-election events.

But then the entrenched establishment fought back using the very same Internet-enabled technologies to isolate, spy on, and ultimately shut down the resistance.  Thanks to new capabilities recently acquired from two European telecom companies-Nokia and Siemens-as part of their country's upgrade of its mobile networks, the Iranian government was able to monitor the flow of online data in and out of sites like Twitter and Facebook, from one central location. The Iranians deployed a technology called deep packet inspection, first created to put a firewall around President Clinton's emails in 1993, to deconstruct digitized packets of information flowing through the government's telecom monopoly that might contain what they considered to be seditious information before reconstructing and sending it on to destinations they were also able to track and monitor. The result was a 90% degradation in the speed of Internet communications in Iran at the height of the unrest, and a previously unseen capability to determine who the government's enemies were down to the individual IP address level.

Once again the world learned that technology does not arrive with a built-in set of values that makes it work either for good or evil. Even though Internet technology has many virtues, it is not inherently liberating or enslaving. Instead how it is used is determined by the values of those who access it.  Libertarians celebrate the individual empowerment that the Internet makes possible.  But even though Ron Paul supporters used the technology to take on the Republican establishment in 2008, the end result that year was the election of a group-oriented, civic-minded candidate, Barack Obama, whose campaign used the very same technology to guide millions of people to undertake a collective agenda of change that Libertarians certainly did not "believe in."

The difference between what libertarians wanted and what Obama achieved came from the generational attitudes and beliefs of Millennials, Obama's key supporters, not from the technology that generation was so adept at using.

One of the founders of generational theory, Neil Howe, points out that the under-30 population of Iran grew up during a religious awakening in the Islamic world that came later than America's "cultural revolution" of the 1960s. As a result, Iranian youth resembles Generation X, Americans now in their 30s and 40s.  Like our own Gen X, these young Iranians are "pragmatic, individualistic, commercial, and anti-ideological (which is why they hate Ahmadinejad so much)."

Those values make them anti-establishment in the current crisis. We are fortunate that they feel deeply enough about the potential of democracy to risk their lives to "tear down that power structure," to paraphrase what President Ronald Reagan, Generation X's political hero, said in a different context.  But now the central task of our government must be to translate that democratic impulse into a deeper belief in Millennial Generation values, such as the power of consensus, the peaceful resolution of differences and the need to find win-win solutions to our problems.

That is why the President Barack Obama's recent Cairo speech should be the bedrock on which America continues to engage large young Muslim populations throughout the world, including Iran:

"No matter where it takes hold, government of the people and by the people sets a single standard for all who hold power: you must maintain your power through consent, not coercion; you must respect the rights of minorities, and participate with a spirit of tolerance and compromise; you must place the interests of your people and the legitimate workings of the political process above your party. Without these ingredients, elections alone do not make true democracy.

This statement has the potential to become a governing creed for a new generation of young Muslims. If they come to have, as President Obama does, "an unyielding belief that all people yearn for certain things: the ability to speak your mind and have a say in how you are governed; confidence in the rule of law and the equal administration of justice; government that is transparent and doesn't steal from the people; the freedom to live as you choose," then the power of 21st century technologies will be used to advance the cause of freedom in Iran, rather than suppressing it. But tweeting those words won't make it happen.  Believing in them will.

Independent Means Nonpartisan: Just Another Washington Myth, Part 2

For Washington pundits not otherwise engaged in dissecting the strength and effectiveness of Barack Obama's reaction to events in Iran or the extent to which he still might use tobacco, the chief topic of conversation during the past week has been about how political independents may be deserting the president, thereby accounting for a modest dip (a fair amount of which already seems to have been restored) in his job approval marks.

One of those writing about the presumably crucial role of independents is the normally highly astute Wall Street Journal columnist, Gerald Seib. According to Seib "independent voters are the canaries in the coal mine of American politics, telling a leader whether the air is safe or starting to fill up with some toxic gases. Bearing that in mind, President Obama and his team ought to start worrying about the health of those canaries."

Citing Wall Street Journal/NBC surveys, Seib indicates that the president's job approval rates among independents fell from 60% in April to 45% in June. What makes this particularly important, according to Seib, is that independents "tend to decide most elections, and they went for Mr. Obama by a 52% to 44% margin" last November.

Independents, in fact, may have been less decisive in the president's victory than, for example, members of the Millennial Generation (voters 18-27) who in 2008 comprised slightly less than one-fifth of the electorate, voted for Obama by a 66% to 32% margin, and accounted for 80% of his popular vote margin over John McCain.

But, the biggest flaw in Seib's commentary is that his portrayal of independents is narrowly focused and shallow. It does not fully account for the demographic, behavioral, and attitudinal diversity of those who tell pollsters that they are "independents" rather than Republicans or Democrats.

As indicated in last week's posting on this site, the large majority (about 80%) of self-identified independents actually "lean" to one or the other of the two parties. Consequently, most independents (and by extension, the electorate) are far more partisan than a cursory overview of poll findings might suggest. Currently, the Democrats hold a solid and increasing lead over the Republicans among the majority of independents who lean toward a party. About six in 10 "leaners" now tilt to the Democrats. Pew Research Center data for the past three months indicates that a majority of the electorate (51%) identifies with or leans to the Democratic Party. A third (34%) is Republican identifiers and leaners. Only 14% (not quite the 20% cited by Seib) is completely unaffiliated or "pure independents." Rather than being the decisive center as Seib and others suggest, non-committed voters actually comprise a small minority of the electorate.

Of course, all of this would simply be interesting trivia if those who lean to one of the parties were not different in important ways from those who lean to the other party and from "pure independents." In fact, the differences among these groups are profound.

Demographic Differences

The following table, based on data drawn from Pew's Political Values and Core Attitudes survey, conducted every two years with a large than normal sample, compares those who identify with, lean to, or are completely unaffiliated with one of the two parties on key demographic attributes.

Much about this data will not surprise anyone who has followed American politics during the past half-century. Democratic identifiers, particularly Strong Democrats, are disproportionately female, ethnic, and reside in the Northeast. In addition, over the past several election cycles younger voters have increasingly affiliated with the Democrats. Republican identifiers are more likely than average to be male and white, especially from the South. Republican identifiers are now also a bit older than their Democratic counterparts, a gap that is likely to grow as greater numbers of solidly Democratic Millennials come of age during the next decade.

But what is most important, and perhaps may be most surprising to DC observers, about these survey results are the differences between independents who lean to the Democrats and those who say they are closer to the GOP. While a majority of both groups are male, the Independent Republicans contain a greater number of men than any of the party identification subgroups (59%). In addition, the Independent Democrats contain nearly two and a half times as many African-Americans and Hispanics than do the Independent Republicans (30% vs. 13%). The Independent Republicans also contain the largest percentage of Southerners and the Independent Democrats the smallest. On the other hand, voters from the Northeast contribute disproportionately to the Independent Democrats. Finally, nearly two-thirds of the Democratic leaners (65%) are under 50 while, by contrast, nearly half (44%) of those who lean to the GOP are 50+. In other words, demographically those who lean to a party look a lot like those who identify with that party.

Voting Behavior Differences

They also vote very much like them. The following table, using data collected by the Millennial Strategy Program of Frank N. Magid Associates about a week before Election Day 2008, displays the presidential and congressional vote intentions of party identifiers, independents who lean to a party, and unaffiliated independents.

These results lead to a number of clear and important conclusions about the voting behavior of independents, both those who lean to a party and those who don't.

  • The independent leaners are decisively partisan. Upwards of eight in 10 of them indicated the intent to vote for the presidential candidate of the party to which they lean. In fact, they were more likely to do so than those who identify weakly with a party. About two-thirds of independent leaners said they would vote for the congressional candidate of the party to which they lean. Almost none expressed any willingness to cross party lines and vote for opposition candidates.
  • On one level the uncommitted independents are indeed nonpartisan. The choices of those "pure independents" that had made one at the time of the survey were divided fairly evenly. A significant number of them had not yet determined for whom they would vote. However, it is a clear misperception to portray the "pure independents" as voters who were closely observing the political process and carefully weighing their choices. In the face of the social desirability of wanting to appear concerned about a crucial election at a time of major national stress, only about 60% of the uncommitted independents (in contrast to nearly 90% of the other groups) said they were very interested in or that it was very important to them who was elected president. Many, if not most, of the uncommitted independents were nonpartisan simply because they had too little interest in and knowledge of politics to make a choice.

Attitudinal Differences

The clear and persistent partisanship of Independent Republicans and Independent Democrats is also strikingly evident in their political opinions. The table below, containing data collected by Pew in May 2009, portrays favorable attitudes toward a number of political figures and the two parties.

 Again the implications are clear.

  • Independent leaners hold strikingly partisan attitudes. Solid majorities of them have positive impressions of politicians from the party to which they lean and of that party itself. Only a minority of them express favorable opinions about the opposing party and its politicians. While the independent leaners may not be as firmly positive about "their" party as are strong identifiers, they do have a solid sense of partisan connection. They are clearly not uncommitted and easily malleable centrists.
  • The non-leaning independents are indeed broadly nonpartisan in their attitudes. Fewer than half express positive opinions about any political figure other than the president and first lady or toward either party. But this is as much a matter of limited political knowledge and involvement as it is of conscious weighing of options or firmly divided opinion. This is evidenced by the fact that while almost all of the uncommitted independents were able to say whether or not they like Barack and Michelle Obama as people (or celebrities), a third were unable to rate the president's job performance in the same survey.

In sum, almost nine in 10 American voters are currently attached, in varying degrees, to one or the other of the two political parties. Some of those are indeed independents that lean toward a party rather than identifying with that party outright. But in their demographics and, importantly, their voting behavior and political attitudes, these independent leaners more closely resemble committed partisans than they do the small minority of "pure independents."

Together those who identify and lean to the Democratic Party now comprise a majority of voters. This is the first time since the mid-1960s that either party can make that claim. This puts President Obama and his Democratic congressional colleagues in position to break the gridlock that has dominated Washington for the past four decades. To do that, however, they will have to take a new, outside the Beltway, look at the electorate and all of its component parts. They will have to recognize that voters have moved America into a new era and have the fortitude to follow.

Statement & Backgrounder from NDN on Tomorrow's White House Meeting on Immigration Reform

This morning, Andres and I released the statement below on tomorrow's meeting at the White House with President Obama and key Members of Congress on immigration reform.

NDN applauds President Obama and the White House for bringing together congressional leaders tomorrow to discuss how to best fix our nation's broken immigration system. Given all that is in front of the White House this summer, the meeting is an encouraging sign that the President and his team are starting a process which we hope will end in passage of Comprehensive Immigration Reform by Congress later this year.

There can be no doubt that conditions for significant movement on immigration reform this year have become more favorable. Senator Reid has made it clear he will introduce a bill this fall, and believes he has the votes for passage. Speaker Pelosi and House Majority Leader Hoyer now both identify immigration reform as one of their highest legislative priorities. An overwhelming majority of Americans want action taken to fix the broken immigration system now and support the Comprehensive Immigration Reform legislative approach. Some polls even show support for reform for increasing this year. There is a broad and deep bipartisan coalition ready to work on a common-sense bill, and a pro-reform President is riding high in the polls, with sufficient standing to sheperd an immigration bill through Congress.

As favorable as the conditions are today, they are likely to improve this fall. The right time for the President and Congress to move on immigration reform will be in the days and weeks following Sonia Sotomayor taking her seat on the Supreme Court, when the pride many will feel about the appointment of the first Latina will still be fresh in the public's mind, reminding all of the extraordinary and growing accomplishments of America's largest, and fastest-growing, minority.

While the road to passing Comprehensive Immigration Reform will not be an easy one, with strong leadership, progress this year is within Washington's grasp. Tomorrow's White House meeting is an important step of the many needed steps required for passage this year.
